The Arunachal Pradesh State Cooperative Apex Bank Ltd; was established vide Regn. No.Coop.(G)46/77 dated 03/5/1977 under AP Cooperative Societies Act’1978 and obtained RBI license vide No.ACD.GAU.20-S dated 01/11/1977 which was revalidated by a fresh license vide No. RPCD.GUWA/2011-12/SCB5 dated 03/4/2012. There is a two tiers system of cooperative credit structure in the state; 1. Apex Bank at state level and 2. Large sized Adivasi Multi-purpose Coop. Societies (LAMPS) at the grass root level. The Apex Bank commenced its banking business on 11th Sept’1978 with H.O. at Naharlagun and few branches with a meager amount of share capital from member societies and state govt. The bank made a remarkable improvement and progress within a short time period. At present there is a network of 32 branches of the bank and 34 nos. of LAMPS operating in the entire state.

The bank provides credit requirements of the member cooperative societies for on lending to the members of the societies to undertaking agriculture activates like Short term agricultural loans through Kisan Credit Card, Term Loan for Agri-Allied activities viz. Dairy Development, Paultry, Piggery, Fisheries and other small animal etc,, purchase of Tractor, Power Tillers, Pumpsets and other implements, Procurement & Marketing of agri-produce, construction of Rural Godowns etc. Beside above, the bank also provide Working Capital requirement for supply of essential commodities including transportation in the rural areas. The bank was entrusted with implementation of Govt. flagship programs like IRDP/SGSY, SJSRY for eradication of poverty, Chief Minister’s Tourism Development Program, CM’s Farm Mechanization Program etc. The Apex Bank has registered as second largest next to SBI in terms of branch network and largestif Bank and LAMPS taken together. There is ample scope for the cooperative credit structure in enlarging business through banking services is the state.

However, with the progress of the bank, it experienced various impediments in the process and seen ups and downs during the last three and half decades and the bank has consolidated itself with the bailout package from the state govt. and resumed its normal functioning since last few years. Management

As you are well aware, the Elected Board of the bank is superseded by the State Govt. since 30th Nov.2005 and placed Administrative Officers as Administrator of the bank.At present Habung Lampung, APCS, is the Administrator and Tsering Thongdok, Managing Director-cum-CEO of the bank. The Management is assisted by an Advisory Committee consisting of following members:

The GM, NABARD is special invitee to the Advisory Committee, who gives professional guidance to the Bank.

The bank has also constituted an Audit Committee headed by Joint RCS and professional members which need to be strengthen further for effective functioning.

The bank has also an Investment Committee consisting of senior officers of the bank for judicious investment of funds.
